I take serious umbrage to commentary from some of my esteemed colleagues, which was along the lines that the Minister of State, Deputy Phelan, is in some way unfurnished with the ability to deal with this legislation. The Minister of State is a Minister in this Government. She is charged today with carrying out the function of overseeing this debate on behalf of the Government, and I take umbrage with anybody who accuses her of being a lesser being than any other Minister.
