This and the next few sections have been tagged on by the Minister and his colleagues in government to what was a relatively innocuous Bill. They have tried to hide the fact that this part of their fourth attempt to fix the debacle that is Irish Water. It is also no coincidence that the Government has sought to introduce this legislation just before the recess because its plan has always been-----
