I wish to clarify this, as the Minister of State was talking to the Leader of the House when I spoke. I do not want to get involved in semantics but I would have thought that it was the role of the Tánaiste to bring this to Cabinet. I would have thought as a courtesy, as an outsider, that it was appropriate that the Minister, Deputy Reilly, wrote to the Tánaiste rather than him bringing it to Cabinet. This catching up in terms of semantics is not appropriate. I would have thought that the Minister, Deputy Reilly, acted appropriately by writing his suggested amendments to the Tánaiste.
