Regulations are not in the Bill but they will be laid before the House and the council recommended that regulation No. 3 be withdrawn.It was made by regulation in 2006 and 2009 but, if withdrawn, it will no longer be a regulation. I recommend that it should not be withdrawn. The Minister will make the decision as to whether to withdraw it. I am tabling it in the context of the Teaching Council regulation because it was the Teaching Council that recommended it.
