The Law Reform Commission has proposed a corporate manslaughter Bill. We have seen that those in positions of authority who should have acted did not act and as a consequence people suffered abuse that should not have happened. In some cases lives were lost as a result, as we saw in the case of the Irish Blood Transfusion Service. Those in positions of authority who should act but do not must be held to account. Today Cardinal Brady, a man who has apologised, will appear before the inquiry.
