I welcome the Minister of State, Deputy Ann Phelan, to the House. While I know where Senator Norris is coming from, I disagree with him. I know the Minister of State, Deputy Ann Phelan, to be a very committed Minister of State, particularly to her brief. Whether it is Kilkenny city or Dublin city, she will bring the same commitment to that role. I have every confidence that what she has said in her speech today will go a long way to addressing the concerns the Senator raised.
