I again acknowledge the massive effort made by the Civil Service which I have seen over many years. It is really important, but I would like to see some work done to consolidate legislation. We do it from time to time, but legislation tends to be inaccessible. A Bill one thinks is in force may have been amended. In some cases, Bills can be amended by statutory instrumenies. That is another massive job of work to be done and there is a way of doing it within our procedures. When we pass legislation, we should also seek to consolidate it. That would be one way of making modern legislation much more accessible to the general public and lawyers.
