Before we commence I remind Senators that they may speak only once on Report Stage, except for proposer of an amendment, who may reply to the discussion on the amendment. On Report Stage each amendment must be seconded. Amendments Nos. 1 to 4, inclusive, are related and may be discussed together by agreement. Amendment No. 4 is a physical alternative to amendment No. 3.
