I thank the Minister for that clarification. Perhaps she would give consideration to having some connection when the person is applying for the passport as well, because the person might not be applying for a birth certificate. That might happen only rarely. There could be some other mechanism to trigger the knowledge being given to the person when they apply. Perhaps the Minister would consider that.
