Senator O'Brien seems to be able to take any old concern at all, dress it up in respectable language and raise it as a hare. He took two words from the Minister of State's opening address, which contained about 500 or 600 words. Senator O'Brien took two words and dressed it up. It looks, at first glance, to be a good idea to have Irish Water subject to the provisions of the Comptroller and Auditor General. Perhaps we should. However, is Senator O'Brien seriously suggesting that the entire apparatus of the country is not to be trusted? Are we to say the finances of ESB, CIE and Bord na Mona are somehow dodgy because they are not under the control-----
