The person is not in a position to make a complaint. As Members on the other side of the House said, he or she would have to go straight to court. That is a waste of everybody's time; only the lawyers make money out of that. It is grotesquely unfair to limit a complaints procedure to people who are customers of Irish Water. People do not want to be customers of Irish Water. It is so quintessentially undemocratic that I do not see how anyone could justify it.
