She is, and the amendment is based on a misunderstanding of section 4. If one reads section 8(1) together with section 8(4) one can see that the intention is clear. Section 8(1) states: "Subject to this section, the Commission shall provide a dispute resolution service to any customer of Irish Water ...". Section 8(4) states that a person is not entitled to make a complaint unless they are a customer.
