I do believe, however, that we need to have the proper balance in the forum itself. Notwithstanding my concerns about its powers and functions, we need to have people with expertise, but also users of our water services. Senator Ó Clochartaigh spoke earlier about the problems they are having in his own area of County Galway and Connemara, and it would be very useful to have people with direct experience of those issues on the forum as well. How is the Minister going to ensure that is a reality?

I do not want to hold up the Minister any longer, but I hope he will come back on those issues. I would be grateful if he could be specific and clear, give us some indication of his view as to what exactly this forum will do and discuss, and further allay the fears people might have about the appointments process.
