Water Services Bill 2014: Committee Stage

It is about timing, but it is not only about timing. Section 3(13) says that the customer "who is charged for the provision to that dwelling of the water consumed is entitled to one and one only rebate". That implies clearly that without this amendment a customer could be entitled to more than one. That is the obvious implication of the language. Perhaps it is badly drafted. Anyway, it means that a deferral of this scheme would clearly create a charge on the Exchequer. Will the Minister of State address the point about the use of the phrase "one and one only"?

Does that not clearly imply that there could be more than one? Why is that phrase in there otherwise?
