I second the amendment. Section 17(c) of the Bill already provides that where a person operating under the direction of another person contravenes the conditions of a felling licence, both persons will be liable to prosecution having regard to the circumstances of the case. Furthermore, this safeguard is replicated in section 27(10) which sets out the detail for offences and penalties. Consequently, this amendment is not necessary.
