We will now deal with the Report Stage of the Fines (Payment and Recovery) Bill 2013. I welcome the Minister of State at the Department of Finance, Deputy Brian Hayes, to the House. Before we commence I would like to remind the House that a Senator may speak only once on an amendment on Report Stage, except the proposer of an amendment, who may reply to the discussion on that amendment. On Report Stage, each amendment must be seconded.
