Local Government Reform Bill 2013: Report Stage (Resumed) and Final Stage

The Minister should clarify the reason he is opposed to the idea that local authority committees being set up under the new dispensation would not be subject to the approval of the council itself, rather than being a reserved executive function. Am I correct in stating that as a result, it means the elected members will have no say whatsoever in how these committees will be set up?
