It is amazing how two people read the same words and take a different meaning from it. I read that part of the Bill as being a provision for providing that if any difficulty arises in a Bill, that the Minister will be able to correct it and bring into law what is actually in the Bill, not to bring anything new into law, but only what is provided for under the provisions we are discussing. Does the Senator not wish the Minister to be able to implement the Bill if an unintended consequence may arise? In my view, section 3 is very good, for the simple reason that we always complain about documents being laid in the Oireachtas Library without Members seeing sight or light of them. This section provides that a draft of the regulations shall be laid before each House of the Oireachtas and shall be passed by each House. That is a good provision. I do not understand what Senator Norris is talking about.
