The Order of Business is No. 1, motion re the appointment as Ombudsman of Mr. Peter Tyndall, to be taken on the conclusion of the Order of Business without debate; No. 2, motion regarding the appointment as Information Commission of Mr. Peter Tyndall, to be taken on the conclusion of No. 1 without debate; No. 3, motion re the report of the Joint Committee on Transport and Communications recommending the communication of a reasoned opinion to the Presidents of the European Parliament, the Council and the Commission to be taken on the conclusion of No. 2 without debate; No. 4, motion of referral to the Joint Committee on Justice, Defence and Equality regarding the European Parliament and Council regulations on jurisdiction, recognition and enforcement of judgments in civil and commercial matters and the European Parliament and Council adoption of the treaty on regulatory procedure with scrutiny, to be taken on the conclusion of No. 3 without debate; and No. 5, Social Welfare Bill 2013 - Second Stage, to be taken on the conclusion of No. 4 with the contribution of group spokespersons not to exceed ten minutes and those of all other Senators not to exceed six minutes. I hope to conclude the debate at 6 p.m. with the Minister for Social Protection to reply at 5.45 p.m. It was agreed that more than three hours would be sufficient for Second Stage but, as I stated previously, I have no intention of guillotining this Bill on any Stage during the week.
