I wonder whether there is a need to do what needs to be done in terms of establishing the court of appeal in this way. The Minister might be kind enough to address that.

It has been said in relation to the composition of any court of appeal that the experience in criminal cases would be that a permanent court of appeal would not suffer from the problems that now arise from the fact that the current Court of Criminal Appeal consists of three judges chosen for a particular list of cases.
