What confuses me goes to the heart of this Bill, so perhaps the Minister will be able to help me. The Government promised universal health care, although through the private health insurance model. The programme for Government promises universal primary care, which will remove fees for GP care, and that it will be introduced within the Government's first term of office. On the one hand it says there will be free GP care for everybody, but there is no sign of it after two years in office. We have no idea when it will be introduced. The groundwork has not been done. What we see is the introduction of measures such as this, which will reduce the eligibility for free GP care for some.
