I support Senator D'Arcy. Could the Minister ask his officials to consider some way of making it a little less open-ended? Having to be referred consistently through a GP for what is sometimes an obvious problem is, in a sense, restrictive practice, and the cost of going to a GP these days is fairly prohibitive.
