With regard to the transfer of powers, what discussions have taken place between the Department, senior engineers and representatives of water service workers? What concerns do these people have about the current and proposed governance arrangements? With current governance arrangements, what problems, if any, have been identified by the Department that it is hoped will be improved in the new service? How will the transfer of functions bring improvements? SIPTU has concerns about the serious implications for the future of local government and its ability to respond to emergencies at a local level so will that be a problem?
