I am very pleased with the amendment. We need to ensure it comes back to the House every year because I get nervous when I hear of any establishment borrowing and we are guaranteeing. We know what borrowing, guaranteeing and loans mean to the country. It is important that it comes back each year to the House for checks and balances so that we ensure nobody loses the run of themselves and borrows too much from any source. Even if the money were made available to them, we have to keep an eye on borrowings.
