Before we commence, I remind Senators that a Senator may speak only once on Report Stage, except for the proposer of an amendment who may reply to the discussion on the amendment. On Report Stage each amendment must be seconded.

Amendment No. 1 is in the name of Senators van Turnhout and Mac Conghail. Amendments Nos. 1 to 11, inclusive, are related. Amendment No. 2 is an alternative to amendment No. 1. Amendments Nos. 4 to 11, inclusive, form a composite proposal and are alternatives to amendment No. 3. Amendments Nos. 1 to 11, inclusive, may be discussed together, by agreement. Is that agreed?
