I must apologise for not being here having asked a brief question some days ago. Perhaps the Minister of State can confirm the answer for me. He has probably already answered it. I am deeply concerned about what will happen when people, through no fault of their own, are unable to pay the charges. I am thinking of my previous alma mater and the question of disconnecting electricity and houses being without it. It was a last resort to disconnect people. People had an opportunity to use gas or a fire so they were never as stuck as I imagine a house would be if it were without water for a day, never mind a week or a fortnight.
