I readily accept he has not formed his opinion having listened to this debate, rather it was formed over several months or years. A lot of noise will be generated during the debate on the treaty and in this Chamber, but we must be measured. If people wish to score political points they should do so in the full knowledge of the effect their words and actions will have outside the Chamber and in the wider public arena.
