I am not sure what freedom the Minister of State has to negotiate but do we need four county managers, each earning between €350,000 and €400,000 per year, to look after a population of 1 million people in Dublin? We should look at higher earners rather than those on lower wages. Senator Hayden made a strong argument for that and I understand it. Do we need that and do we have the freedom to negotiate in that area?
