There is a need for clarity on the position of county and city enterprise boards and LEADER programmes and so on. They should be an integral part of the local government structure. There seems to be a lack of clarity as to whether this will be introduced by the Minister's Department or the Department of Jobs, Enterprise and Innovation. It should remain under the remit of local government. Perhaps the Minister could throw some light on the position.
