I suggest the teaching of children by unqualified teachers will not be as good as teaching by qualified teachers, just as the worst room in the best hotel is better than the best room in the worst hotel. However, from time to time it is impossible to find a qualified teacher, notwithstanding the number of young teachers who are unemployed, and it is more difficult at certain times of the year. The Minister is making provision for very limited number of circumstances which need to be provided for in legislation because of the Teaching Council Act. While the legislation is not perfect, it is necessary. Where perfection is not possible, we have to go with something less. The provision to impose a limit of five days will give school principals cause to pause for thought considering that a replacement will be required after five days. Therefore, they will make an extra effort to find a qualified teacher. A school must show evidence that it has searched to find a qualified teacher. This is a very important provision in regard to which I support the Minister.
