The Minister alluded to the fines earlier but I seek clarification. A class A fine is a maximum of €5,000. Would the Minister consider grading it by providing another maximum for an initial conviction, for example, a grade C fine of a maximum of €2,500, with a fine of €5,000 for a second conviction? As has been said by a number of my colleagues, people are in severe financial difficulties and might not be in a position to carry out the works that are necessary. They will end up in court. It happens with other matters.
