Senator Darragh O'Brien and others raised the issue of the capital programme. Its focus is on jobs, education and health care and it is certainly a realistic plan, bearing out the reality of the economic situation in which we find ourselves. The reality is that the country simply cannot afford to do everything the Government wants.
