I welcome the commitment to develop a south-east employment action plan. It is hoped that plan will be delivered across a number of Departments and will have the support of Cabinet. While not wishing to be sceptical similar reports and plans put in place have not been followed through. It is hoped that the Minister of State can give a commitment that this plan will be.

On the university issue, the Minister of State referred in his response to clear criteria having to be developed. The point I was making earlier is that this has been a long, almost tortuous process, for Waterford IT. I fail to see what more in terms of criteria needs to be put in place. We have been hearing the word "criteria" for far too long. It is about time the Government published this criteria.
