I ask for this debate because the point should be made, and perhaps Senator Mullen would then agree with me, that it would be an equal mistake to scapegoat the families. I am glad to put on the record that he is now nodding because it might appear to some people reading the text as if he was scapegoating the families. Those families were in desperate circumstances. I heard a woman speak so passionately about her misery and her grief and the fact that her brothers could not release her-----
