Climate Change Response Bill 2010: Second Stage (Resumed)

No. I have a little rule which I observe unless there is some serious reason to break it and after 33 years I have not broken it.

The House should have a full debate on all the areas covered by the Bill, not alone the consequences of climate change but the need to consider the new technologies. Such a discussion would result in a very constructive Bill which would have the approval of all. If agreement across the board is achieved, the Bill will be a success. Members need to know the future effects of this Bill. Anyone who suggests that Second Stage should be concluded prior to us being provided with all the information is not being realistic. I make no secret of the fact that I will reserve my position on the Bill until I know what can be done to turn it into better legislation which will deliver a better gain.
