Today's debate on the national recovery plan will be very important and I welcome the fact other Senators have welcomed the holding of the debate. I look forward to a constructive debate. Some of the points mentioned are pertinent. There are technical difficulties with bringing forward the budget. The tax receipts to the end of November must form part of a Budget Statement so, at best, it could be brought forward by a couple of days.
