This provision is being included because there is a sense that we got to where we are, in terms of how dealt with issues like this in the past, because of a tendency to be furtive, clandestine and conspiratorial, which has been to the loss of our political system. The best way of addressing how this will be done in the future and how we can prevent this from happening again is by having recourse to these provisions.
