I cannot know it as a fact but it will be made clearer in this Bill and the authority will be able to investigate behind the figures. I accept there are difficulties at present in going behind the figures because of the expertise required. However, this Bill will allow that to happen and because it is a much more transparent contract system, it will make it more easier to know that the taxpayers' money is being spent in accordance with the contract and that those who have the contracts are meeting the targets they have set out for themselves.

In response to Senator Donohoe on section 52, this is the future legislative change to which we are referring. The kind of things the Senator is looking for and referring to are contained in this Bill. That was the intent of ensuring that one Bill was not contradicting the other. This is the Bill that does the kind of things he wants.
