At this juncture I wish to note that I have asked a question on a point of order. The Minster is in the House and has indicated that the Bill is urgent. He wants it to be in effect immediately. Why was there no earlier signature motion on the Order of Business to ensure the Bill can be signed by the President if enacted in the House today?
