The thinking of the Department in this respect was to ensure there was space to allow any provider entering the market to explain its product, check out the possibilities and ensure there is no conflict with existing legislation. I referred to the instance when cash plans were proposed and had to be withdrawn from the market. To be fair, this created unnecessary public relations upheaval for the company involved. We are seeking to ensure that does not recur.
