I welcome the Minister of State, Deputy Curran, to the House. The need for this important legislation came about as a result of a High Court judgment on 18 June in the case of McCann, who is from my constituency, v. Judge of Monaghan District Court et al. The Minister of State has outlined the findings of the High Court, as have other speakers. We are all agreed that nobody should go to jail because he or she cannot pay a debt.
