I will reserve my comments on the child abuse issue until later, but how can the public have confidence in the Government and the Minister of State, Deputy Barry Andrews, concerning the latter's new role in the proposed implementation of the Ryan report's recommendations when he chose not to resource the out-of-service social worker hours following the Monageer report?
