Reform is necessary and structural reform of the means of getting here is necessary. I welcome the reforms proposed by Deputy Hogan, the Fine Gael spokesperson, and by Senator O'Toole in this motion. Whatever methodology we use, be it Senator Glynn's proposal to extend the franchise to town councillors or the vocational panel system that has served us well, there must be reform. More urgently, we must change how we do our business.
