I welcome the Minister to the House and welcome the introduction of the Bill by Senator Regan. Before I move from the analogy of Senator Norris concerning the fruit of the rotten tree, I wish to say that from my limited knowledge of horticulture, rotten trees bear no fruit and should be avoided.
