I second Senator Frances Fitzgerald's amendment to the Order of Business. The Taoiseach stated that we will be looking to Brussels on the compensation issue, but the Taoiseach and the Government know the rules on State aid in the agricultural sector in Europe and their own responsibilities in dealing with this type of emergency in helping farmers, processors, retailers and, eventually, consumers. The Government will have to face this issue because there is a question of regulatory failure. There is the question of whether the division of responsibilities between the Environmental Protection Agency and the Department of Agriculture, Fisheries and Food's veterinary division is appropriate.
