The administration of agencies is being examined. Members will see considerable developments on this front over the course of the next year but this will be done in the context of social consensus and partnership, not by sacking thousands of people, as seems to be implicit in some of the suggestions that have been made.

This has been a difficult and painful but a necessary budget.
