I wish to inform the House, with the permission of the Cathaoirleach, that the time will be 2.30 a.m. by agreement of the leaders. The Minister will address the House at that time, and on conclusion of the Minister's address we will have two hours for Second Stage. At the conclusion of Second Stage we will have a sos for 15 minutes to allow for the placing of amendments.
