This states at least three. We need to ensure we find a way to retain the expertise in these organisations and that it is not lost in the transition to the Dublin transport authority. The Minister said this was a regulatory body but a later section in the Bill illustrates the potential for conflict. Not only is this a regulatory body but it also has the potential to be the provider of last resort, as I said earlier. There is potential here for conflict because at the end of a tendering process the body in the DTA setting the criteria under which the tender process takes place has the power to step in and say, "If those criteria are not met, we will provide the service ourselves." If we want an organisation that is effective at combating the vested interests currently in Dublin transport bodies, we must ensure the DTA does not end up as a vested interest itself. I am concerned about this. It is vital, therefore, that the decisions we make with regard to who will be on the board of the DTA ensure this conflict of interest does not happen.
