Senators from all sides, including Senators Callely and MacSharry, have raised this issue. I ask the Leader to arrange a debate to examine the option of breaking up the HSE. Some of the measures it has taken have had a disastrous impact. The organisation is undemocratic, unaccountable and has no mandate. The Eastern Regional Health Authority managed health services in Dublin and part of Leinster. A similar model should be put before any review of health services organisation. If we are to review the largest spend of public moneys, at approximately €15 billion, it is important to lay our cards on the table and examine where money can be saved. There is an opportunity in this regard.
