Last week I spoke about the Boundary Commission report. I asked for the Minister for the Environment, Heritage and Local Government to come to the House to discuss the matter prior to the introduction of legislation. Since then I have been reliably informed that the Boundary Commission has gone outside its terms of reference in some of its decisions. I again ask the Leader to invite the Minister for the Environment, Heritage and Local Government to come here to discuss it and examine the possibility of establishing an all-party committee of both Houses to deal with electoral boundaries and other changes needed in the electoral system. The issue should not be shied away from by any parties in the House.
